Description

Community HousingWorks (CHW), a nationally recognized nonprofit developer of affordable housing real estate communities, is seeking a skilled Associate Director of Development in our Housing and Real Estate division in San Diego, California. Under the direction of the Vice President of Housing and Real Estate Development, the primary responsibilities of the position is to provide in depth project management results including:

1) Participating in the conceptualization of a project site and leading the design, entitlement, community outreach and financing plans, for an affordable housing project, in conjunction with the Director of Project Finance as assigned by the Vice President of HRED. This includes leading external teams in planning and implementation, may include advancing critical partnerships and relationships with funding partners including government agencies, and negotiation, as assigned, for funding agreements with local agency staff, leading community outreach and entitlements prior to transferring project to Project Manager for completion.

2) Assists or leads in RFP responses as assigned by the Vice President of HRED , and in collaboration with the Vice President of Forward Planning and the Director of Project Finance.

3) As assigned by the Vice President of HRED, may manage one or more projects independently through funding applications and construction.

This position reports to the Vice President of Housing and Real Estate Development.  Coordinates on assigned projects with Senior Vice President of Housing and Real Estate Development, and Vice President of Forward Planning.  Works as a team with other CHW departments including Asset Management and Achieve.

Essential Duties and Responsibilities:

  • In collaboration with the Vice President of Housing and Real Estate Development and the Vice President of Forward Planning, conceptualizes affordable housing projects appropriate to the site, market, CHW goals, and financing programs available.
  • Leads the external team in cost effective design from conceptual phase and potentially through construction documents, reflecting CHW specifications and programming, conformity to lender/investor and tax credit requirements. Manages the design process and work of development team including architects, general contractors, engineers and other consultants, to ensure adherence to project budget and schedule, cost containment and quality control.  Coordinates design process with asset management and property management needs and criteria.
  • As assigned, assists or leads the response to RFPs, participating in the strategy and carefully constructed language to meet the goals of such RFPs.
  • Prepares and maintains roles and responsibilities matrix for project team during feasibility and acquisition phase as directed and in collaboration with Senior HRED team. Develops clear transition plans to transfer projects from Associate Director of Development position to a Project Manager who will ideally take over project for funding applications, entitlements, and construction.
  • Acts as a resource for less experienced project management staff on procedures and project management.
  • Plans and implements strategies for obtaining community approval and project entitlements. As assigned by the Vice President of Development, attends City Council, Planning Commission, and other government agency meetings when project specific issues are being discussed or as needed.
  • As assigned, maintains public and private partnerships or relationships to advance projects and funding goals.
  • In conjunction with acquisition team, plans, implements and oversees physical and financial due diligence necessary to safeguard the organization’s investments in real estate and corporate integrity and consistent with CHW’s sustainability goals.
  • In conjunction with the Director of Project Finance, develops conceptual project proforma and funding sources for project. Proposes and analyzes financial feasibility for financial structures including tax credits and Oversees the preparation of bond and tax credit applications, financing documents, and closings.
  • Supervise preparation of applications or other work product, as assigned, to Project Managers or Assistant/Associate Project Managers for projects led by Sr. PM, but is not the direct supervisor of such staff.
  • As assigned, monitors construction activities regarding quality, schedule, and cost control issues with a project manager and construction manager. Conducts and arranges regular on-site construction site meetings and draw request meetings.  Supervises project transfer process from the project manager to asset management, project accountant and resident services staff.
  • Monitors project financial accounting and contract payments, lender and funder reporting requirements, in a timely manner.
  • Prepares requests for project approvals and progress reports to Senior Vice President of Housing and Real Estate Development including such that are intended for the HOME Committee of the Board of Directors, and others as requested.
  • Manages all elements of project financing, design, construction, for one or more projects while staying available for core functions of this position to carry out the conceptualization of a project site.
  • Other tasks as assigned related to project management, real estate development, policy development, organizational budgets, planning and administration.

Competencies and Qualifications:

  • Demonstrated experience in negotiation of funding agreements and documents, creation and implementation of strategy for entitlements and community outreach, persuasive written communication for RFP’s and applications.
  • Demonstrated experience of successfully planning the design and concept of complex multi-faceted or phased project in conjunction with multiple internal and external stakeholders.
  • Ability to conceptualize an affordable housing project appropriate to the site, zoning and entitlements, and financing available, including:  due diligence, site planning, conceptual unit mix relative to CHW mission and goals and available financing. Knowledge of low and midrise new construction including podium construction types regarding design, costs, schedules.   Knowledge of moderate and substantial occupied rehabs.  Knowledge of high-rise (over 5 stories), a plus.
  • Current knowledge of California affordable multifamily housing, including tax credit and bond finance, policy, law and practice.
  • Current knowledge of supportive housing programs and subsidies, including the legal and financial requirements including legal, financial, and physical.
  • Ability to design due diligence program to create a recommended rehab scope on existing projects, considering financial, operational goals and constraints.
  • Demonstrated successful experience in preparing tax credit, bond, and other funding applications, and ability to supervise preparation of such in a timely manner.
  • Ability to multitask, maintain focus and meet deadlines without prompting.

  • Strong analytical skills, superior written and verbal communication, negotiating skills, ability to learn new funding and design programs quickly and implement successfully.
  • Knowledge of HUD financing and rental subsidy programs and ability to coordinate with legal and financial consultants as needed for such.
  • Computer literacy including WORD, Excel, Power Point, Outlook. Competence in MS Project a plus.
  • Acts as a resource to HRED staff, may be requested to conduct trainings to junior staff or department.

Education and Experience:

  • Bachelor’s degree in urban planning, public administration, business, real estate, economics or related field; Master’s degree preferred.
  • A minimum of eight to ten years project management experience utilizing complex financing structures.
  • Knowledge and experience with HUD programs, including 223f or 221df and project based Section 8 contracts preferred.
  • Experience with NEPA, CEQA and other environmental processes required in development.
  • Experience with low-income housing tax credit financing and California specific gap financing tools.
  • Experience with development and/or finance of permanent supportive housing a plus.
  • Experience with occupied rehabilitations a plus.
