Evaluation & Learning Analyst

Mid-City Community Advocacy Network (Mid-City CAN), fiscally sponsored by Mission Edge San Diego, is a collaborative comprised of hundreds of partners and thousands of community members. Mid-City CAN’s mission is to build a safe, productive, and healthy community through collaboration, advocacy, and organizing. For over 30 years, Mid-City CAN plays an essential role in the community and the San Diego Region by facilitating dialogue, identifying common issues, spearheading advocacy efforts, building power, and training community members to take leadership roles in affecting change. Some of our campaign wins include $5.1 million towards two skate parks and a recreation center, the Halal school lunch program, and a reduction in youth bus fares.

Reporting to the Associate Executive Director, the Evaluation & Learning Analyst will utilize research and to develop and implement evaluation activities, analyze data and create reports for advocacy purposes, and measure changes/capture changes resulting from Mid-City CAN’s work in the community and write internal and external reports. Mid-City CAN’s work consists of organizing community residents to build power, leadership development activities, facilitating workshops, community planning, and advocacy campaigns for institutional and social change. The Evaluation and Learning Analyst will also develop and liaise with external evaluator and researchers.

Key Duties and Responsibilities

  • Conduct information and data retrieval searches using electronic databases and translate into reports, presentations, maps, or graphics.
  • Quantify and analyze data translating it into useable information for campaign and advocacy purposes.
  • Identify and read academic journal articles on assigned topics to develop literature reviews and inform evaluation designs.
  • Analyze, research, and interpret data, ensuring that key issues are identified.
  • Design research and evaluation models using Health Impact Assessment pathways, a Theory of Change Approach, and/or participatory action research methods.
  • Design logic models and quasi-experimental designs as needed.
  • Conduct planning, design, and management of research and evaluation projects for advocacy purposes.
  • Use a variety of computer programs and applications to collect, analyze, and organize information and data.
  • Use a variety of methods, such as interviews, questionnaires, and focus groups, to investigate the views of population samples on evaluation topics and to collect information.
  • Design questionnaires, methods, and surveys for data collection.
  • Apply a variety of research techniques to gather relevant information, including document analysis, surveys, case studies, participatory reflection, and interviews (face-to-face, telephone, and online).
  • Generate both qualitative and quantitative data-driven reports and briefs for informed decision-making.
  • Read academic journals and other literature for comprehension, summarize key points, analyze, and disseminate implications.
  • Conduct work through interpreters and in a grass-roots community setting
  • Coordinate external analysis, reports, and workshops.
  • Write reports on Mid-City CAN’s efforts for foundations and donors on a deadline
  • Participate in reflection and evaluation of campaign activities.
  • Participate and assist with organization-wide campaign efforts as assigned.
  • Clearly articulate the efforts of the Mid-City CAN and its community development strategy.
  • Write reports, write research briefs, and prepare and deliver presentations in a manner accessible to a general audience.
  • Blend quantitative data findings with qualitative data to produce mixed-methods report.
  • Offer training and technical assistance to community groups, public health agencies, and other stakeholders as assigned.
  • Accurately represent Mid-City CAN and maintain positive working relationships with the general public, clients, funding sources, government bodies, and a variety of internal and external stakeholders.
  • Complete weekly data entry and progress reporting in a timely manner.
  • Overnight travel for training and advocacy required when health orders permit.
  • Flexible hours, weekend and evening work required 20% of time.
  • Hours in excess of 8 hours per day on occasion.
  • Several annual periods of heavy workload of approximately 2 consecutive weeks offset by several annual periods of low workload due to governmental advocacy or electoral cycles.
  • Attend all staff meetings, staff trainings, and retreats, and incorporate learnings into daily duties (in-person attendance is required as permitted by health orders).
  • Conduct presentations and one-on-one consecutive communication accurately in English and second language if bilingual.
  • Other tasks as assigned across levels or organization.

Knowledge, Skills, and Abilities

  • Bachelor degree or graduate degree in research, evaluation, public health, or other social science with strong research curriculum, and 3-5 years commensurate professional experience, preferably with the Theory of Change methodology and/or Health Impact Assessments.
  • An understanding of best-practices related to focus groups, surveys, outcomes and evaluations.
  • Effective oral and written communication skills required, including experience in public speaking and presentations in a manner accessible to a general audience.
  • Experience framing and presenting research findings via oral and written presentations in a clear and accessible manner.
  • Bilingual (Spanish, Somali, Swahili, Vietnamese, or Other) preferred.
  • Familiarity or experience with any of the following data services a plus; SPSS, ARJIS, AVIS, CalEnviroScreen, CHIS, U.S. Census, Tableau, Political Data Inc. or Voter Access Network.
  • Extremely comfortable with technology, with the ability to learn new applications and software to gather and analyze data.
  • Knowledge of Leadership Development and Community Organizing Theories helpful but not required.
  • Possess a passion for social justice that translates to daily interactions.
  • Ability to balance conflicting demands and prioritize.
  • Ability to build consensus and effectively manage conflict.
  • Ability to perform under pressure in a fast-paced flexible environment and meet deadlines.
  • Ability to self-direct, take initiative, and work independently, while also being able to work as part of a team when assigned to do so.

  • Flexible and ability to adapt to learning new ideas and concepts, responding to changes and last-minute requests.
  • Access to reliable transportation and willing to use it for job-related tasks.
  • Access to a cell phone and willing to use it for job-related tasks.
  • Ability to work in-person (or at home if required by health orders), per California State Health Order and County of San Diego Health Orders, work is expected to be in-person.

  • Excellent interpersonal skills, ability to maintain etiquette in a professional environment, and exude a positive attitude.

COVID-19 Safety and In-person Work

  • Strictly comply with all applicable public health orders and organizational safety protocols.
  • Work as part of a team among colleagues to assist with unforeseen COVID-19-related projects.
  • Conduct work in person as health orders allow (PPE provided), in accordance with California State Health Order and County of San Diego Health Orders, all worked is expected to be in-person.
  • Willing to obtain COVID-19 vaccine and provide verification unless qualified medical condition, unvaccinated staff are required to take a bi-weekly COVID-19 test.
  • Remain flexible in order to adjust to changing safety protocols and health orders as needed.

Physical Requirements and Work Environment: Work is performed in an office or community setting; employee regularly sits at a computer station and operates electronic equipment 6 to 8 hours per day; occasionally lifts, carries, and positions objects weighing up to 20 pounds. Position involves regular use of a computer and keyboard, telephone, and face-to-face communications; employee should be able to communicate clearly and professionally in all of these manners. Position works in community settings, may be standing at event table, and walks neighborhood for several hours on as needed basis. The employee may spend periods of time sitting, standing, or walking. Employee required to work in-person and adhere to health and safety protocols which may require wearing of facial mask covering nose and mouth for several hours and/or gloves or other PPE (provided). If required by health orders, employee may have to work virtually at home requiring use of virtual meeting technology for several hours requiring focus on a computer screen. Compensation: The annual salary range for this full-time, exempt position is $58,240, commensurate with work experience, skills and educational background.
