We have an opening for the position of Management Analyst I/II (Community Engagement Liaison) in our Communications & Community Services Department. Under general supervision (Management Analyst I) or direction (Management Analyst II), performs a wide variety of analytical and administrative duties in support of assigned functions, operations, department, and/or division including special projects, research studies, budget analysis and other specialized functions; coordinates and performs a variety of contract and grant administration duties; prepares various reports to improve the efficiency and effectiveness of operations; coordinates assigned activities with other departments, divisions, outside agencies, and the general public; and provides information and assistance to the public regarding assigned programs and services.

DISTINGUISHING CHARACTERISTICS
Management Analyst I: This is the entry level class in the Management Analyst series providing administrative and analytical support to assigned functions and operations within an assigned department or division. Positions at this level are not expected to function with the same amount of program knowledge or skill level as positions allocated to the Management Analyst II level and exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. Advancement to the "II" level is based on demonstrated proficiency in performing the assigned functions and is at the discretion of higher level supervisory or management staff.

Management Analyst II: This is the experienced level class in the Management Analyst series and is expected to independently perform the full range of analytical and administrative support functions in support of an assigned department or division with only occasional instruction or assistance. Positions at this level are distinguished from the Management Analyst I level by the performance of the full range of duties as assigned, working independently, applying well developed analytical knowledge, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Work is normally reviewed only on completion and for overall results. Positions in this class series are flexibly staffed and positions at the Management Analyst II level are normally filled by advancement from the Management Analyst I level.

OPERATIONAL DUTIES
The Community Engagement Liaison will be responsible for managing and implementing strategies that support the City’s Volunteer Escondido and philanthropy (associated giving programs for the City).  This position will liaise between the City and volunteer groups managing expectations, developing/suggesting projects, and meeting the goals and objectives of the Volunteer Escondido program. Additionally, this position will work to oversee the establishment of a coordinated and structured philanthropic giving program.

MINIMUM REQUIREMENTS:
Management Analyst I
Education/Training:
A Bachelor's degree from an accredited college or university with major course work in public administration, business administration, economics, or a related field.

Experience:
One year (full-time equivalent) of increasingly-responsible administrative, analytical and/or budgetary experience related to assigned area. Experience in administering programs in a governmental jurisdiction is highly desirable.

License or Certificate:
Possession of, or ability to obtain, an appropriate, valid driver's license.

Management Analyst II
Education/Training:
A Bachelor's degree from an accredited college or university with major course work in public administration, business administration, economics, or a related field.

Experience:
Three years (full-time equivalent) of increasingly responsible administrative, analytical and/or budgetary experience at a level comparable to a Management Analyst I with the City. Experience in administering programs in a governmental jurisdiction is highly desirable.

License or Certificate:
Possession of, or ability to obtain, an appropriate, valid driver's license.
