The San Diego LGBT Community Center (The Center) is one of the largest and most dynamic LGBTQ organizations in the country, serving as the LGBTQ community's anchor organization and a regional leader in housing, behavioral and sexual health services, youth and senior services, community empowerment, civic engagement and social justice advocacy. Over the past three years, The Center has experienced an exciting period of growth for our programs and services, and experienced a corresponding increase in the growth of our incredible and diverse staff team, now nearly 80 employees at five facilities, to support these programs. The next period of growth will focus on building our infrastructure and creating systems to support these expanded programs and the employee lifecycle of our Center staff team, a dynamic group of committed and talented leaders. The Senior Director of People and Culture will be a strategic leader who utilizes their HR expertise to further develop our HR infrastructure, creating new systems and processes to better manage and invest in our facilities and talented staff team. Established as a community non-profit organization in 1972, The Center provides targeted programs and services to the full diversity of the San Diego LGBTQ community. The mission of The Center is to enhance and sustain the health and well-being of the lesbian, gay, bisexual, queer, transgender, nonbinary, immigrant, and HIV communities to the betterment of our entire San Diego region. Our vision is to create a Center and organizational culture where every person feels and knows that they are welcomed, valued, and supported. The Center is a sex-positive organization that provides advocacy and critical health and social support services to support our community members through all stages of life, with a focus on our deeply held values of equity, social justice, and client-centered, trauma-informed care. The Center currently has nearly 80 staff, working at five facilities across San Diego County.


Supervised by the Chief Executive Officer, the Senior Director of People and Culture serves as a strategic leader and member of the Senior Management Team, and is responsible for developing and executing human resources strategies in support of The Center's mission, vision, values, and culture, specifically in the areas of talent management and retention; change management; diversity, equity, and inclusion; organizational and performance management; training and development; compensation; and succession planning. This position is a hands-on liaison between managers and employees on human resources-related matters, facilitates key communications, and leads or facilitates ongoing human resources-related activities. The Senior Director of People and Culture will work to create and maintain a fair, supportive, and positive environment for our incredible Center staff team to thrive, including leadership development and training opportunities, and to prevent and to resolve any employment-based issues. This position supervises The Center's HR Generalist, Volunteer Services Manager, Director of Facilities, Director of Training and Community Education, and with the Chief Public Affairs and Civic Engagement Officer, supervises the Director of Community Engagement and Equity.


  1. In conjunction with and in support of The Center's needs, requirements and goals, the Senior Director of People and Culture is responsible for the day-to-day implementation, maintenance, and further development of a strategic human resources program that supports The Center's staff, programs, and departments; functions as a strategic member of the Senior Management Team regarding key organizational and management issues.
  2. Provide overall leadership and cohesive strategy and direction on employee recruitment, development and retention, career development, succession planning, training, leadership development, employee and volunteer engagement, compensation, and benefits.
  3. Supervise and administer all human resources functions, and direct the HR Generalist's priorities, including but not limited to: benefits management, recruitment and advertising, agency staff development and training, development of personnel policy and procedures, monitoring of hiring, disciplinary actions, termination, and workers' compensation. Serve as liaison between certain service providers on annual reporting requirements related to The Center's 401(k) and workers' compensation policy. Serve as a liaison between managers and employees on human resources-related matters, including employee complaints and/or grievances; counsel employees and supervisors, complete internal investigations and prepare and maintain related documentation. Research and resolve questions from managers and employees as they relate to human resources policies, procedures, or programs.
  4. Lead recruiting efforts and facilitate the hiring of qualified job applicants for open positions; collaborate with departmental hiring managers to understand skills and competencies required for openings, onboarding, and offboarding.
  5. In partnership with the other members of The Center's Senior Management Team, oversee and implement organization-wide efforts involving diversity, equity, inclusion, and cultural competency, in support of The Center's mission and vision, to serve the full diversity of our San Diego LGBTQ community, including better serving communities of color, transgender and nonbinary communities, and to intentionally reduce barriers for Center staff to fair treatment, access, opportunity, and advancement within The Center. The Senior Director of People and Culture will examine all Center policies, procedures, and functions with a racial justice and intersectional lens, and make recommendations to the Chief Executive Officer on changes that will create an inclusive and welcoming Center for staff, volunteers, clients, and all who come through its doors. This work includes, but is not limited to, making recommendations on the following: periodic comparative review of salaries across the agency; review of job announcements and descriptions to reduce unintentional barriers; analysis of staff and volunteer demographics, development, and retention; and working with the Director of Community Engagement and Equity to create projects and initiatives to address recommendations internally and externally.
  6. Oversee and guide the Volunteer Services Manager in developing strategies and infrastructure to create and maintain a supportive environment for The Center's 1,000 volunteers and support mission-driven community engagement.
  7. Oversee and guide the Director of Training and Community Education to implement a year-long calendar of staff training programs and opportunities.
  8. With the Director of Sexual Health and Welcome Services and the Director of Facilities, oversee and guide Facilities and Welcome desk staff and projects relating to security and safety.
  9. Serve as the agency's EEOC Officer and ensure agency compliance with state and federal employment regulations (including, but not limited to: equal employment and affirmative action, wage and hour laws, other federal, state and local personnel laws); ensure compliance with Center policy and procedure at all levels.
  10. Responsible for compliance, maintenance, and confidentiality of employee and other required human resources-related records in accordance with proper personnel practice, Center policy, contractual agreement, and/or statute.
  11. Facilitate or participate in staff meetings, planning meetings and other meetings as required.


To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

  1. Education and/or Experience: A bachelor's degree is required. Note, related experience can also be substituted for the educational requirement on a year-for-year basis. Human resources certification, such as SHRM Senior Certified Professional, is strongly preferred. Experience working in direct service, social justice, LGBTQ, and/or HIV organizations required; prior experience working in non-profit setting strongly preferred.
  2. A passion for The Center's work and its mission to enhance and sustain the health & well-being of the lesbian, gay, bisexual, queer, transgender, nonbinary, immigrant, and HIV communities to the betterment of our entire San Diego region.
  3. 5 years of management experience, with a proven ability to solve complex problems and to inspire and motivate staff required.
  4. 5 years of human resources management experience with increasing levels of responsibility required.
  5. Extensive knowledge of: the principles and practices of personnel management, including recruitment and selection, wage and salary administration, benefits administration, employee development and training, and employee support.
  6. Thorough knowledge of: management principles and practices; organizational development, operations, and information systems related to human resources.
  7. Demonstrated leadership in diversity, equity, and inclusion; passion for The Center's mission and vision to serve people of color, transgender, and nonbinary communities; passion for developing organizational leaders, including leaders of color, transgender, and nonbinary leaders.
  8. Excellent verbal and written communication skills, including strong organizational, detail, and interpersonal skills; ability to establish and maintain effective working relationships with management, employees, clients, and the public.
  9. Demonstrated skill and experience in problem solving in organizational settings.
  10. Exceptionally high level of professional and personal integrity.
  11. Computer/Office Equipment Skills: Must be comfortable working in PC/Windows-based environments. Must have proficiency with Microsoft Office, particularly Excel, Word, and Outlook, database operations, and other software systems; experience with Paylocity or similar online human capital management software preferred.
  12. Other Skills: Must demonstrate competence in working with diverse populations. Must demonstrate the ability to manage multiple tasks with shifting priorities.   13. Language Skills: Fluency in English is required. Fluency in Spanish a plus.
